As for EVE: there's tactics - winning individual engagements, no matter all - and strategy - in eve, a mix of backstab politics, applied charisma and mostly - almost all - logistics.
In EVE there's 0.0 warfare - where there is real ground taking - and highsec fighting - where its pure attrition of ships x morale.
In null, you win by taking ground, blowing poses and ships, keeping your miners mining and enough people camping gates and getting on CTAs.
In highsec is almost a pure morale thing. Because you can't kill the players and you can't destroy the characters, your battlefield is the head of your enemy and your guys. Getting your guys to continue turning up on ships, and making the other guy's soldiers not turn up, stop bringing good ships, or...ahem being "busy" while engagements take place, or simply bail out. Even a PVPer will start to chafe when he can't transport his **** AFK in peace.
Eve has a lot of maintenance tasks, disrupting these really buggers people up.
Anyway, I suggest you concentrate on how this applies - thinking formation, maneuver and stuff may not be the right way. Assymetric warfare may be closer to reality.
I don't think you're seeing the greater goal here. Unarguably eve is a landscape that differs greatly from typical ground based warfare. The ability to warp, to jump, and to cloak all drastically change the landscape we fight on. I think what the OP is saying is that by most accounts real thought isn't really put into efficient fighting in eve. The landscape is so alien that it is hard to imagine many maneuvers working at all within eve.
One point you make is 100% correct though. All wars in eve ultimately come down to attrition. But there ARE ways to destroy pilots. There are ways to move enemies, even in high sec. But the vehicle to those routes is not always immediately apparent.
